Of course. But the idea of "Internet 2" is to combine several new technologies. One important factor, of course, is having high-bandwidth connections. Another is to use more efficient protocols. Apparently, TCP is sometimes a sort of bottleneck for fast transfers - over the same high-speed connection, Fast TCP performed about 3 times faster than TCP.

I assume there are a few other technologies involved, as well. Come to think of it, if I were to download a file this fast, my computer couldn't even save it to my hard disk fast enough.
