See GeorgeT's reply, you might want to reconsider your standpoint.
Look at the Enterprise manager of SQL server, or the Active Directory users and computers MMC in W2K server. Each childwindow has its own menu.

However, You might be right though in a way that what we see is not what we think it is. The menu on the child windows might not be a real windows menu and just a composition of various windows controls. However this is not a reason VFP could not get us a menu of child windows. We as VFP developers are expected to make applications with modern interfaces, so VFP should be able to make menus on child windows in the graphical way without much of compromises.
