hehehe I did'nt know that. Perhaps that state of confusion has reasons. For example when the government really really badly needs money they'll be able to visit businesses and find places where they made mistakes on the taxes. This way they'll be able to charge penalties to those that did'nt respect the (not really clear) rules.
