A couple of months back - just to see if lowering the speed limit would affect air quality - Houston area counties had to cap the speed linit at 60. The DA said "if you get stopped, I won't prosecute". Policed doing 70 were being passed at 85. At some point - now get this -some brain said:
"Lowering the speed limit has not reduced NOx emissions". No-one paid any attention to it.
The one place Houston's finest won't be during rush hour (i think 3 our of every 24 hours are non rush hours, is on the freeway. And who can blame them - it's a no-man zone! We need mass transit - I think it would be easier to sell if the trains had a Wendy's Kioske in every car. Two number ones for Houston: Stinky Town - and Fat Town. If they ever clean up the air here, a great business would be bottled Ozone just so us locals won't suffer withdrawal symtons.
Like I said - don't get me started!
