When you say ArcView first MapObjects (ESRI) comes to mind. However its prices are sky high. There is a light version that's cheaper but that has many features missing :(
Samples are almost all in VB, Delphi and C. There are only a couple of VFP samples as I remember. But it's not hard to convert delphi and VB samples (found Delphi easier).
Before making your investment check MapInfo (MS), www.bluemarblegeo.com, www.PepperWhite.com, www.esri.com, http://www2.chass.ncsu.edu/garson/pa541/links.htm
BlueMarble seemed promising to me ( using MapObjects2.0a ).
