I haven't fiddled with this before...my reports currently use a "No picture" JPG, as Al suggested. It would be nice to be able to do what you are describing.

I have a report that has a JPG image in the detail band, and there is an image for some records but not for others. I currently have a 1-inch-tall detail band that allows room for the image, but for the records that don't have an image that's a lot of wasted white space. Ideally, I'd like to have the records without images print on a single line (a short detail band) and the ones with images print in a taller detail band. Is there a way to do this?
