How can I resolve this SOAP error (0x800a13bc) when calling a vfp web service?

Most users do not have this problem, but one particular location on both their computers get this error. I even had them install the entire SOAP toolkit 2SP2 just incase it was missing some libraries. They can view the WSDL file if they navigate to in in IE.
