AFAIK, commercially available software [e.g., SourceSafe] should work as long as you all agree to only edit script files [.SQL files] and perform database updates only by running those script files.
There is nothing to prevent a developer with appropriate Oracle privileges from using SQL Plus to change procedures. They can also use a tool like TOAD to access SP code directly from the database, modify it, run it, and compile it. You might consider only granting 1 or 2 developers the privilege to create/replace/drop procedures.
