The end result that the user wants is clear. There is absolutely nothing clear about a passive statement. What will the button do? What will the form do?

If I press a button to release a form I know what I want. I make the presumption that the necessary code to close the form will be called when the user clicks the close button. There are many ways the button could indicate to the form the user would like it to close. Fourth of July rockets going off comes to mind. I just hope the form does not have a mind of its own.

Then again if your statement refers to what is desired and what may or may not happen in the wonderful world of software, I see your point. :)
