Yes. I am running the same exe in my PC but runs ok even without activating the VFP development itself.

Our apps have separate installer with the VFP library, and more often than not, we deploy our apps by not using installer but we go onsite an deploy our exe because of a lot of configurations. Remember, our apps is not off-the-shelf but it's a vertical market applications.
