You'll have to include at least Vfp7Runtime.msm and MSVCR70.msm. See http://fox.wikis.com/wc.dll?Wiki~InstallShieldExpressAndVfp7 and http://msdn.microsoft.com/library/default.asp?url=/library/en-us/dnfoxgen7/html/vfpdeploy.asp for more info.
