I have seen this too, and I think there is simply not enough space to properly show the scrollbar under these conditions.
The workaround is to make the editboxes high enough, and use other space-saving features (PageFrames, ComboBoxes instead of ListBoxes, etc.) in your form.
You could also dynamically make the EditBox bigger, as soon as it gets the focus.
