MSDE is intended to be an end-user tool and ship as the database of a product. In this scenario, the end user would not need the tools.

That they come packaged with SQL Server would cause any average developer to consider them as part of SQL Server. Maybe the only reason MS has them as separate tools is to let them later charge separately for them.
