I've noticed some quirkiness when using the spacebar to open a dropdown...arrowing up or down can cause the drowdown to close back up. This behaviour is inconsistent, and it does in your example, too.
And where the mouse pointer is does seem to have an effect on it.
But that is different than what you described.
