Probably there were some other function, stored proc, prg etc with same name fooling you to think you were calling this and failing.

I have to agree that it doesn't make sense not to accept long function name. I will continue to review the code when I have more time but so far it appears to be that simple. It definitely has me troubled. The UDF is very simple and only makes one call from within to SUBSTR(). Works fine in development but not in EXE.
