Hi.

You should check if you installed any hardware that requires COM ports recently.

You may also check in control panel, modems, and then click on the diagnostics tab, click on COM3 or any COM port your modem is installed and click more info. You can start to diagnose from there.
What modem brand and model do you have???
If you choose not to decide you still have made a choice...
