This yields a blank field apparently because phone1 or address2 is empty. Why?

I tried using separate fields to build the address and suppress empty report header sections but when I try to draw box around the fields across the header sections it cuts the box up and shows a line between suppressed sections of the box.

I want an address in the header of the report with address2 suppressed and the line not printed if the field is empty with a box around the completed address with phone and sized properly around the address with no line painted through the center of the box. Can it be done?
