It is very common for a conflicting application to crash and leave the port in an open status. Have you reset the computer? This is the most common fix for the error. I used to get this error a lot after doing a lot of serial communication.

Remember, the modem is just setup on a com port. Any of the problems you can get with Com Port communications you can get witha modem.

Also, in the worst case scenario unload the driver, remove the modem and then reinstall. Let the plug and play load the drivers again.

If it doesn't work still, you may need to buy a new modem. They only cost 30 bucks so it isn't a horrible prospect.
