There have been two versions of VS .NET...VS .NET 2002 was released last year and VS .NET 2003 was released this year. I highly recommend VS .NET 2003. It is much faster than its predecessor, fixes a number of bugs, and allows you to create Smart Device applications (Pocket PC, Windows CE).

You can create class libraries with all versions. I personally recommend getting an MSDN Universal Subscription. You don't have to pay Microsoft's price to get it. You can go to price comparison Web sites like http://www.nextag.com and get it much cheaper (you can even get it on e-Bay).
