Has anyone actually read through the summary conclusion by a number of media organizations who conducted a complete recount to determine every possible conclusion from the Florida vote of 2000? According to the study Bush wins in each recount with one exception (ballots where the counter must interpret the 'voter intent' via dimples). The Supreme Court sped up the result but they were correct nonetheless.
Gore won the popular vote, Bush won the electoral collage. The US elects the president via electoral votes.
