This is a fundamental misunderstanding of terms. The ".NET Framework" is a set of classes that are basically needed by the .NET Runtime. Otherwise, simple things such as buttons or even the most basic objects wouldn't exist.

Other than the term "Framework", this has very little in common with the frameworks offered by third parties. I recommend to check out some of the fundamental .NET Framework books and then compare that with the offerings described on some of the vendor's web sites...
