as far as I can see Windows Script Host (wsh) is included from Internet Explorer 5. Microsoft Knowledge Base Article - 188135 (mskb#188135)
Should it be missing for one reason or another, then it can be downloaded and installed (http://msdn.microsoft.com/scripting/default.htm?/scripting/windowshost/download/default.htm)
