Seems that you need to compile yourself Postgres, I didn't found binary files to download.
You should try FirebirdSQL too. It is a very small database server (only 2.7 MB download) and is based on Interbase code. It has native windows compiled binary with installer, is fast and has many features (stored procedures, triggers, transactions, referential integrity, etc). You will find a lot of admin tools for windows, drivers, ole db and .NET provider. Check
