It's pretty easy:

- Canned reports running on the desktop are royalty free
- Creating reports at runtime requires a royalty
- Running reports on a report server requires a royalty
- Automatic distribtion of reports on a regular schedule requires a royalty

Any other situations you can think of?

Not so much any particular hate for paying royalties, but more that every time I tried to get into the licensing to figure out what was allowed and what wasn't, I ended up feeling like I was wading through a morass of sewage.
