You may want to load up the dll in COM+ and impersonate a user that has data access. I think the problem has to do with anonymous user access to the database. This would be the same issue in .VFP. web services.
The funny thing is that if you create the .NET assembly from that mtdll it will probably work without COM+ (from personal experience)...
