Here's the 'sense'...
Hilary wants to be president (people say).
Hilary does not plan to run in the 2004 election (she says).

So the logic goes:
She won't run in 2004 because she expects GWB to win, thus leaving the opening to be a democratic primary participant for President in 2008.
However, IF the democratic nominee looks like s/he has a chance to win the 2004 election - thus making it impossible for Hilary to run in 2008 - she will arrange to have some WMD put/found in Iraq to help GWB get elected in 2004.
