I'm no Citrix expert by any means, but we do have a VFP7 (soon VFP8) application running in a few Citrix/Terminal Server production environments. What I can tell you about installing an app on Citrix is the following:

The setup/install program needs to be run via the Add/Remove Programs applet from Control Panel, and the user performing the installation needs to have administrative rights to the machine.

If you can verify that the above 2 requirements were met at the time of installation and you're still having problems, then perhaps someone else can chime in with some other ideas.
