According to law when the Electoral College meets (the Monday following the second Wednesday of December as established by federal law) the vote’s cast by the electoral college do not have to reflect the majority decision of a state's voters. That is to say a member of the electoral college may vote for whom ever they please and is not bound to do otherwise.
