Just for kicks, try this:
1. Create a C:\TEMP folder. Make sure you have FULL rights to this folder.
2. Create a CONFIG.FPW file in your VFP8 folder. Put the following two lines in it:
TMPFILES=C:\TEMP
RESOURCE=OFF
3. Start VFP8
>I do not use CONFIG.FPW. I was never been able to start VFP8 - it was giving an exception error right after it was installed. And I have administrative rights on this workstation.

>>>I've checked "C:\Documents and Settings\username\Application Data\Microsoft\Visual FoxPro 8 folder". Foxuser was not created but foxcode gets created every time when I am trying to run fox.
