Is it possible to run IIS or Personal Web Server on a laptop running Windows XP Home edition?

I got a new laptop that has XP Home, and I can't find anywhere to install IIS. When I copy the files for personal web server [which I was able to do on a normal XP machine], it worked fine...but not on XP Home.

I have a test web service that I've been playing around with, but can figure out how to get it to run on this new XP Home laptop.

Any thoughts?
