I should have added "... or a developing country". However, since you mention racism, there are those problems in many other countries, too.
For example, here in Bolivia, there are problems between "Cambas" and "Collas", that is, basically, the people from the low-lands and the people from the high-lands (they are actually different races, sort of).
To racial difficulties, we might add religious prejudice - many countries have problems in this respect, too.
