oData = new DataSet();
oData.ReadXml(foo.xml, XmlReadMode.InferSchema);

That can will read xml out of a file, or a string

string XML = "<xml>foo</xml>";
DataSet ds = new DataSet();
StringReader sr = new StringReader(XML);
ds.ReadXml(sr, XmlReadMode.InferSchema);
