Why is using the command below working fine

IF USED("test") AND ISEXCL("test")

ENDIF

But the command below is not but giving alias not found ?

IF NOT USED("test") AND NOT ISEXCL("test")

ENDIF


Any explanation and way to remedy the second command above.
