What created dtproperties table?

>This came up on the MCT newsgroups a couple of years ago. Appearently the dtproperties table is not a system table. From SQL Server's POV, it's a user table. The SEM has some code in it that presents it as a system table.

What a PITA. If it's an orange, don't call it an apple. Any idea what would have triggered the creation of it, and all of the dt* stored procs? Some kind of system agent running that looks for new databases?
