Did you include all the DLLs required for a VFP run-time installation?
VFP7R.DLL or VFP7T.DLL
VFP7ENU.DLL
MSVCR70.DLL - Visual C++ 7.0 Run-time DLL
The easiest one to miss is the C++ run-time. VFP 7 and 8 were written using Visual Studio .NET C++. Check out the VFPDeploy.Doc whitepaper on the VFP CD or in the directory that was created with the VFP download for more information.
