Try changing the value of LOCALE_USER_DEFAULT to zero. I get the same result you do using 2. However, when I pass a zero, I get the right result.

I wonder if there's a difference caused by different languages that MAKELANGID (which creates the LOCALE_USER_DEFAULT) macro to return different values for Alexander and us (me specifically, I get 0). Maybe Alexander can help here (I'm cc'ing him).
