What VFP version/SP are you using? I seems to remember that similar or the same problem was discussed a while ago but I don't remember details. Try this.

SELECT * ;
  FROM table1 ;
  WHERE id = 123 ;
  INTO CURSOR crsTemp NOFILTER
SELECT table2
APPEND FROM ( DBF("crsTemp") )
USE IN crsTemp
