Q1. The OLE DB Provider for ODBC is an OLE DB wrapper for all ODBC drivers. All calls are passed through the appropriate ODBC driver. If you specify an actual OLE DB provider (e.g. Microsoft OLE DB Provider for SQL Server, Microsoft OLE DB Provider for Visual FoxPro) then the ADO connection object is using the OLE DB provider for all connectivity and the ODBC driver is not touched.

Q2. The OLE DB provider for VFP was only available to developers that had purchased VFP 7 or VFP 8. Since the release of VFP 8, it was decided to make the OLE DB provider downloadable by all. Ken Levy announced that some time back. See Message#807495 for more information.
