IMHO office programs are leading for standarts and users are accustomed to menus in Office menus. It might not be from MS but still menus are similar.
We were using F3,F4 etc in DOS days but now I hardly see them in any application.
Even myself I hate to memorize and use Fn keys while I can simply use Ctrl+A for Add (easy to remember Ctrl + A(dd), Ctrl + D(elete)). However I prefer to reserve Ctrl+A,C,X,V,Z,R,W,Q.. for their most known purposes (select all, copy, cut, paste etc)

PS: If you use f3,f4 etc you don't need 'On key label'. Keypress can catch those.
