The Adobe ActiveX control is actually intended to support viewing PDF files in browsers, not for creating PDF files. The Adobe component that creates PDF files is their printer driver. It's expensive to license that or to require users to install full-blown Acrobat.

There are alternative printer drivers, such as Amyuni (which we're using so I can vouch for it) or as Mark said earlier the Mind's Eye stuff.
