I've had this occur a couple times now. In each case, it was eventually found that a previous MSI install had not completed or had not gone right for some reason.

Usually, it turned out to be MS Office installs or upgrades in which an admin (um, sometimes me,in fact) had done an Office install, then had Restarted PC and left the workstation. But the Office install (or whatever) had actually not fully completed installing and needed the admin to login one more time to complete the MSI setup.

After a subsequent MSI install like vfp over another incomplete MSI install, the problem like you describe would manifest, and I'd get a call to return due to the pesky MSI message. Sometimes just logging on with my admin account fixed it (worth a try), but more often I had to uninstall vfp, uninstall Office (or whatever the previous MSI was) and do a full reinstall of both.

A PITA, and maybe not your problem, but thought I'd mention it as a possible cause.
