Hi Pamela,

They work much the same way as they do in VFP. When I want to go from 1-tiered to 2-tiered I make the window I'm adding be just a little smaller than the height and width I want. Then I drag it over the existing (1-tiered) window. If you "push-too-hard" you'll get both windows being full height instead of half and half. The trick, as Cathy said, is to hold the window about where you want it and wiggle it until that outline appears.

Once you've got them right they should stay in the correct positions when you reopen the VS IDE.
