...Appropriate license for this class not found

If anyone can shed some light on this one I would appreciate.

I get this error when trying to drop an OLE control onto a form. The control in this case is the Microsoft MAPI Session Control and Messaging Control. It seems to work fine on my Windows 2000 box, but neither of my windows 98 boxes work. It happens during design time. When I attempt to launch the exe after successful compile on my 2000 box, it fails on the 98 box during runtime. Any thoughts anyone????? Help???????!!!!!!!
