I don't know about the white paper, but what I know about table sizes is the following:

In VFP, the size each table (and other files) is limited to 2 GB.

In Access, the entire database can have no more than 2 GB.

SQL Server is designed for larger systems (I don't know the exact limits, but it must be some TB at least), but MSDN, the basically free version, is limited to 2 GB for the entire database.
