I'd make as much stuff as possible fat-client WinForms. WebForms are more limited as to what you can do and ultimately I think users are happier with WinForms, although there's always a "time and a place" for Web functionality. That said, you can still have a lot of functionality server-side (think about using WebServices to access your server-side data).
