What I did with users in Bata/Bolivia was simply force them to change the time manually. If there was a discrepancy of more than 10 minutes between the local machine and the server, the application shows an error message and quits.
To get the server time, create a file of zero bytes on the server, and get its date/time. This will get the date/time of the server, not of the machine that created it. (Tested with an NT 4 server.)
