VFP5 will work on NT 3.51 or later. The Visual Studio 6 box I used to get my VFP6 says it requires NT4 SP3 or higher, but I don't know if that applies just to VFP6 - maybe someone else with plain VFP6 can chime in.
The bigger question is, why on earth won't they upgrade NT4 from SP0? Are they insane? ;-)
