One large factor to consider is that WebForms are completely different than WinForms or VFP. The change-over to disconnected data sources and stateless programming is a large one, IMO.

To convert from VFP to WebForms the "right" way will require a complete re-factoring of the software. And possibly, a complete re-write of the specifications and code.
