http://www.microsoft.com/downloads/release.asp?ReleaseID=27489, certainly looks to me as if it were free - but then perhaps it isn't the "latest version" mentioned in the Yahoo! discussion group, since it is classified as an "unsupported product", for which no further development is planned.
A future modelling tool is planned, however, I have the impression that it will be redesigned, and have a new name.
