Ideally we would like to have this application developed using the Mere Mortals framework, however a total rewrite at this stage seems unnecessary. If I were to start a new application using the framework and create this 25% using the framework then simply add the other forms and classes to the framework as they currently stand would I be venturing down a path that I don't want to be exploring? The plan would then be to re-write the screens on an individual basis until the entire application has been created using Mere Mortals. Is this a good idea? Or would it be better to develop the 25% without the framework, and re-write the entire application when we think it is necessary?

I think it makes a major difference what 25% you're looking to rewrite is. MM's strength and core functionality is in its business objects and how the rest of the framework interacts with them. If you're planning to rip out an isolated 25% and replace it with MM functionality, go ahead, MM shouldn't interfere.
